That's important to know because your original post implied that problem
lies somewhere between Access 2003 and MySQL 4.0 . However, no version of
Access can possibly function with ODBC until you actually get ODBC working
first.

This doesn't tell us much. Either your usr/pwd permissions are being
refused, or the installation was faulty, or the ODBC subsystem on Windows
is somehow broken on your machine. I suggest troubleshooting in that
order.
And if you want help, you have to give us some clues! Server or local
MySQL installation? Does ODBC work with other database systems, Access
for instance? Are you sure you have proper permissions to the specified
database and MySQL isn't simply refusing to talk to your identity?
In any case, you would be wasting your time trying to connect ODBC until
you *first* get that initial connection test to work.
