Using PortQryV2 I got the result that on a remote server port 1434 is
FILTERED.
How can I change its state to LISTENING?

Hi Dan,
The response should show that it is Listening
It may be failing to enumerate the instances, so it is returning back as
Filtered.

Try running -n Servername -o 1433,1434 -p both -l logfileName.txt

Sample:
UDP port 1434 (ms-sql-m service): LISTENING or FILTERED

Sending SQL Server query to UDP port 1434...

Server's response:

ServerName xxxxxxx
InstanceName MSSQLSERVER
IsClustered No
Version 9.00.0981
tcp 1433
np \\xxxxx\pipe\sql\query

UDP port 1434 is LISTENING
