Since the post is a bit old, you might have solved it in the meantime.
If not, here's what helped me:
Obviously, SP3 was not able to update reporting services. (crashing with the
mentioned "SQL BPA command line..." message)
I started 'change' for SQL Server from uninstall programs in control panel
and uninstalled reporting services.
Then I started SQLEXPR_ADV (the one you downloaded manually) and installed
reporting services again (now with SP3).
After configuring reporting services from scratch again (ouch!), the update
completed successfully and now doesn't bother anymore.
