Every time I try to start the flight sample service I get the "didn't
respond in a timely fashion" error.

Thoughts?

Whenever I have received this error, it was because I was using Windows
Authentication and had not granted database permissions to the Windows
service account. The service needs a user account in the instance database
and each application database and needs to be added to the NSRunService
database role in each database.
