I run across the same error. I wonder, did Mark's
suggestions solve the problem?

If you did not install SQLXML 3.0 prior to NS, the
installation of NS will be incomplete. So, install SQLXML
3.0 and subsequent modify NS by enabling the
options "Engine components" and "Bulk event submission".
The installer will then copy the GrantXpexec commandfile
into the NS-bin directory.
