There is no a specific amount to determine RAM or CPU or any other
resources. Because every workload is different. So, it depends on the
workload, not on the user count.
For example, you may have 100 users but if those 100 users querying against
your SQL Server rarely and your database is relatively small then you
probably will not need much resource. And in another example, you you may
have 40 users but those users may be working intensively against your SQL
Server and you may have huge OLTP and OLAP databases then you probably will
need more resource than a 100 users scenario.
Also, you do not stuck with only 4GB of memory when you have a 32Bit system.
If your Windows and SQL Server editions are high enough, then you can add
more RAM to your box and take benefit of it using /PAE, /3GB and AWE
options.
