I've seen this in code and my IDE highlights it differently. Is it
notable in any way?

No, but it may indicate that someone programmed your IDE (editor)
that way.

It's a (XML) comment style which is, in certain programming languages,
most notably C#, used to generate documentation. Doxygen is something
similar.
